Today - the current fleet of ISR aircraft is in the highest demand for any airframe platform in history. These aircraft are of such importance that the insufficient numbers negatively affects every facet of the battlefield and compromises the safety of the troops on the ground and inhibits seamless direction and operations.
The net effect of the presently degraded ISR sensor tasking and command and control network is a reduction in both the 'kill-chain,' the time it takes to find, identify, and engage a target, and the operator workload required to accomplish the task. This has necessitated the U.S. and NATO commanders in Afghanistan and the current theater to look for new intelligence, surveillance, and reconnaissance tools to help secure territory.
Because of the urgency of this issue, Secretary Gates has instituted a system to deliver Non-traditional means of ISR in six months or less, most often translates to requirements, maintenance needs, equipment concepts, and funding!
